this certificate as dated in 16/8/1945 was issued during the British occupation of Palestine, so thats why it has an engligh titles in it - so Mr. Jacob you need to educate yourself a little bit more...-
and the certificate primary language is (Arabic) as shown (not English as you stated), thats because Palestine is a Arab country, always was and always will be.
and it is always called Palestine, there were never historically such a thing called Israel ...
